Here's my take on the light issue, Purchase a cheap inverter from Harbor Freight or wallmart $20 or less. Purchase some 9 watt Compact Flourescent lights. Go to Good will or Salvation Army Store and purchase some cheap table lamps. And get or use a 100' extension cord. You could also buy a deep cycle battery for the job.
But if you don't have a deep cycle battery then plug the inverter into your vehicle, Then plug the extension cord into the inverter, Then run the extension cord into the house or shelter and plug in the table lamp(s), And you'll have lights when the power is out.
