Can you find some thick, but flexible plastic to patch the hole with? My large trailer is covered all along the bottom with a thick sheet of plastic which protects everything from dirt, moisture and mice. You will need to find some very stiff glue to mount it well. That sounds like an interesting idea. I do know that Peltier elements can produce power. Apply heat to one side and heatsink the other side and you should see a potential difference (voltage).
